Continue reading »]]> May is National Motorcycle Safety Awareness Month, and Safe Communities of Pickaway County asks that drivers remember that these warmer months will bring about a favorite past-time for many—motorcycle riding.   Whether riding for leisure, or as a form of transportation, these vehicles will be out on our roadways and other drivers need to be aware of their presence.  That is why the National Highway Traffic Safety Administration (NHTSA) has designated the month of May to highlight this type of traffic safety.  Increasing safe riding and cooperation between all road users and motorcyclists will help to reduce the number of fatalities and injuries on our nation’s highways.

“As Spring turns to Summer, the number of motorcycles on Pickaway County roadways will increase”, noted Sheriff Robert Radcliff.  “New data shows that Pickaway County must increase safety initiatives for this type of traffic safety, and to promote both safe riding habits and driver awareness.”

Drivers need to remember that motorcycles are often difficult to see.  By not driving distracted, drivers can focus on the road and be more aware of motorcycles and other traffic situations.  Also, it is important to remember that motorcycles are legal vehicles, and have the same rights as other types of motor vehicles. By allowing motorcycles a full lane length, and by remembering to signal when changing lanes or making turns, drivers can help to keep these riders safe.  Riders can also take the initiative in their own safety as well by making sure they use the right equipment, follow safe speed limits, and never drive impaired.

“The Ohio Department of Public Safety has a division known as ‘Motorcycle Ohio’, and the department has fantastic resources and training opportunities for riders of all levels”, explained Safe Communities Director Teresa C. Carper.  “I encourage anyone interested in learning how to ride, or to improve their skills to visit the Motorcycle Ohio website at www.motorcycle.ohio.gov  for tips and rider course information.”

Continue reading »]]> Cinco de Mayo is becoming a popular holiday.  If you do not know what Cinco de Mayo means, it is a celebration of the 5^th of May and commemorates Mexican American Heritage and Pride.  Although it is often celebrated in the western United States, the Holiday is sometimes celebrated locally and in nearby cities.  It often includes great food, fun, and alcohol.  Even if you do not celebrate Cinco de Mayo, you can help in the safety efforts of law enforcement during this and the many other Holidays we celebrate by calling 9-1-1 if you suspect someone is driving impaired.  “Buzzed Driving IS Drunk Driving”.  A simple call can make a huge difference, and may just save a life.

FUGITIVE CAPTURED

According to Pickaway County Sheriff Dwight E. Radcliff, on DECEMBER 2, 2012 SHORTLY AFTER 11:00am SACRAMENTO, CALIFORNIA TIME WAYNE MARTIN WALKER aka “WOLF” WAS TAKEN  INTO CUSTODY BY US MARSHAL’S SERVICE AS HE STEPPED OFF A GREYHOUND BUS.

Sheriff Radcliff advised Det. John Strawser and Lt. Dale Parish of Pickaway County Sheriff’s Office worked through the weekend with Craig Martin of US Marshal’s Service to gather and forward information to the Sacramento, CA branch of the Marshal’s Service which led to his capture.

Mr. Billy Lowery of Nicholasville, Kentucky, had seen information on Walker though the media. Information on Walker being wanted had spread through social media and News media. Mr. Lowery immediately called in to Pickaway County Sheriff’s Office. Detective Strawser  and Lt. Parish forwarded that information to Craig Martin of USMS.

US Marshal’s service then sprang into action in Sacramento, California and apprehended an unsuspecting Wayne Walker, as he got off the bus. Walker was taken into custody without incident. Walker will be held at Sacramento County Jail on a 1 Million Dollar bond, pending extradition.

Sheriff Radcliff advised this is what comes from media, Local, Federal Agencies, and Public working together. Specifically response from the public is critical.

According to Pickaway County Sheriff Dwight E. Radcliff, on November 28, 2012  at approximately 1:09AM Pickaway County Sheriff’s Office received and responded to a 911 call of an infant not breathing at 27355 Armstrong Road, Laurelville.

Deputy Brandon Skaggs arrived on the scene and rescue CPR was started. The child was transported to Berger Hospital by Tarlton Emergency Squad, and subsequently transferred to Children’s Hospital. At Children’s Nationwide Hospital, the child was assessed with trauma consistent with shaken baby syndrome and determined to be brain dead. The Hospital has been testing and following protocol through the night.

Detective John Strawser of Pickaway County Sheriff’s Office and Kim Cullen-Stevens, caseworker of Pickaway County Child Services, has been at Children’s Nationwide Hospital since the early morning hours. This morning the child was taken off life support and pronounced dead just prior to 9:00 AM at Children’s Nationwide Hospital.

According to Sheriff Dwight Radcliff, Wayne “Wolf” Walker, who is a recent boyfriend of the 10 month old boy’s mother is a person of interest. We need to find him to speak about the circumstances of the child’s injuries.

The case remains under investigation by The Pickaway County Sheriff’s Office.

The Pickaway County Sheriff’s Office has obtained an arrest warrant for 44 year old Wayne Wolf” Walker for Murder in the death of 10 month old Kyle Calton.

Wayne “Wolf” Walker is covered from the neck down in tattoos and has an extensive criminal background.

It is believed that Wayne Walker fled the area. He possibly fled south through Kentucky.

Here are some tips to help avoid collisions with deer:

•See the Signs: deer-crossing signs are posted in high-risk areas. Drive with extreme caution, especially in the posted areas.

•Deer Don’t Roam Alone: deer often run together. If you see one deer near or crossing the road, expect that others will follow.

•Danger from Dusk to Dawn: watch for deer especially at dawn and after sunset. About 20 percent of these crashes occur in early morning, while more than half occur between 5 p.m. and midnight.

•Safety Begins Behind the Wheel: always wear safety belts, avoid distractions and drive at safe, sensible speeds for road conditions.

•If a vehicle strikes a deer, motorists should report the crash by calling the Pickaway County Sheriff’s Office.

Continue reading »]]> Perspective is how we look at things around us. I would like to share some information from our records section that will indeed influence your perspective. We are battling a huge epidemic. The epidemic is thefts from motor vehicles. Our patrol officers have been taking an extraordinary amount of these reports and spending the time associated with filing reports and seeking the culprits responsible.

As you can see from the statistics below, over 1/3 of the time our officers spend is to take Theft reports. Further, of all those theft reports, nearly ONE HALF of those reports deal with one type of theft crime: THEFTS FROM MOTOR VEHICLES. As Lieutenant of the Detective Bureau, I see all incoming reports. I know this trend is the same month after month. November is not shaping up to be any better.

Total theft complaints are 37.7% of all reports. Theft from vehicles is 49.4% of all theft.

Total theft complaints are 31.7% of all reports. Theft from vehicles is 47.7% of all theft.

The theft items from vehicles have included: wallets, purses, cash, change, credit cards, prescription drugs, GPS units, XM radios, weapons, laptop computers, IPODS, phones, electronic game pads, and the list goes on. I understand a GPS unit is generally used in your motor vehicle. However, they most often cost $200.00 or more, and are very easy to get rid of on the street. Very few wind up in a pawnshop where they are documented and police can find them.

Credit cards and personal papers found in wallets and purses can do much more damage to your credit. Usually when stolen, it is at night, and they attempt using them within hours of the theft, while you are still sleeping. You awake to a nightmare of inconvenience and worry about continuing damage to your credit.

The legislature in Ohio recently, in a change of the law this year, INCREASED the theft threshold from $500.00 to $1,000.00. This means the thief can now steal up to $1,000.00 of your property and it is still a misdemeanor crime of “Petty Theft”. A misdemeanor carries substantially less penalty than a felony. Since these crimes are misdemeanors, they get attention after the more serious felony crimes.

With the upcoming holiday season, I expect to see more of these trends in crime. I am concerned shoppers will leave packages in their motor vehicles. It will create an irresistible temptation to the thief.

I believe it is possible for everyone to enjoy a trouble free holiday season and help us in law enforcement to eliminate this type of crime. If every citizen will help law enforcement officers by being responsible to remove all valuables from their vehicles, these crimes COULD NOT HAPPEN. I realize it is a deterrent to lock your car. However, we also take reports on criminal damaging, like when your car window is broken.

I hope everyone who reads this article gains perspective and makes a positive decision not to become a victim. I hope the thieves will be the disappointed ones.

A Director has been named for the new “Safe Communities Program of Pickaway County”. Dwight E. Radcliff, Sheriff of Pickaway County, announced today that the former Special Projects Liaison contracted to the Ohio Department of Public Safety’s Traffic Safety Office has accepted the contract to coordinate the efforts for the new program in Pickaway County. Teresa C. Carper, who served in the former position for the past year, and had worked in an office provided by the Pickaway County Sheriff’s Office, will oversee the efforts to create the initiatives of the program. She will also work to coordinate Coalition of Pickaway County citizens that will work to further the importance of traffic safety issues.

“I am pleased to continue our efforts in the education of traffic safety, and look forward to overseeing the initiatives within this program,” stated Sheriff Radcliff. “Traffic safety, and the overall safety of the citizens of Pickaway County, is a major directive for the Pickaway County Sheriff’s Office.

The new program is being created by a grant through the Ohio Department of Public Safety’s Traffic Safety Office. Carper, who was assigned to work with special projects in traffic safety throughout the State of Ohio, will focus efforts on traffic safety education and awareness in Pickaway County. “I look forward to this opportunity, and I am pleased to be working in a community that I have learned so much about this past year. I truly appreciate this community, and the current efforts I have seen in making this community a great place to live and to visit”, stated Carper.

Ms. Carper served as a deputy for the Ross County Sheriff’s Office for seven years, and was assigned as the Victim Advocate through a grant provided by the National Sheriffs’ Association. She was also contracted by the NSA during her tenure as a Victim Advocate, to provide technical support to law enforcement in Minnesota, as well as teaching Victim Advocacy to law enforcement in the southern Ohio area. She is a graduate of Ohio University, and has over 18 years experience in Public and Media Relations.

Dwight E. Radcliff, Sheriff of Pickaway County, announces today the receipt of a grant to begin a new “Safe Communities” Program in Pickaway County. “I am pleased to announce this new program to be known as the ‘Safe Communities Program of Pickaway County’, and the opportunity to do all we can to reduce the number of traffic fatalities on the roadways of our community”, stated Sheriff Radcliff. “It is imperative to not only enforce the laws regarding traffic safety, but to continue our efforts to improve visibility of my deputies and to add education to complete our vision of a safer Pickaway County.”

The grant through the Ohio Department of Public Safety’s Traffic Safety Office, is funded by monies provided by the National Highway Traffic Safety Administration. The Safe Communities approach is to create a community-based initiative where the expansion of resources and partnerships brings awareness for the need of traffic safety education and public awareness. The program, although granted to the Pickaway County Sheriff’s Office, is for all sectors of the Pickaway County Community. A Coalition will be formed with members from law enforcement, education, emergency services, business, and the general public. The mission of a Safe Community is to create safety programs that will lend to reducing traffic-related injuries and fatalities. In Pickaway County last year, there were 9 fatal traffic accidents and 14 fatal traffic accidents in 2008.

“The need to add awareness of traffic safety issues with enforcement is a great concern for my Office, especially for our younger drivers,” noted Sheriff Radcliff. “Awareness and education is key to saving lives.”

The Pickaway County Sheriff’s Office currently holds a grant through the Ohio Traffic Safety Office for High Visibility Enforcement during major Holidays and National Mobilizations Blitzes such a “Click It Or Ticket and “Over the Limit, Under Arrest”. This new grant will add to the efforts of the Sheriff’s Office to make traffic safety a priority of the Office, and for the safety of citizens and visitors to the area.

“If through education, we can get people to realize how they can increase their safety by merely putting on a seatbelt or not driving impaired, we have succeeded and used this grant well,” Sheriff Radcliff said. “The costs associated with the loss of life cannot be measured in dollars and cents, especially to those who lose someone they care about”.

OCCASIONAL SNOW SHOWERS WILL CONTINUE TO IMPACT THE REGION THROUGH THE DAY TODAY. ADDITIONAL SNOWFALL ACCUMULATIONS WILL BE IN THE RANGE OF ONE TO TWO INCHES. IN ADDITION TO THE NEW SNOW… WEST WINDS WILL PICK UP DURING THE DAYTIME HOURS… LEADING TO BLOWING AND DRIFTING OF THE SNOW THAT HAS ALREADY FALLEN. WIND GUSTS IN THE 25-30 MPH RANGE WILL BE COMMON DURING THE LATE MORNING AND AFTERNOON HOURS.

The particular focus will be on speed and seat belt usage. Excessive speed has been a factor in nearly all of the fatal crashes this year. The patrol units will have zero tolerance toward speed, seat belt usage, and other violations. Everyone is encouraged to use safe driving practices so that we may all have a safe and enjoyable Holiday weekend.

Continue reading »]]> The Pickaway County Sheriff’s Office advances with a new fiber optic connection to the Internet. This was a major hurdle in the past due to issues with obtaining permits to get past the railroads, power lines, highways, and creeks.

Matthew D. Parish started the project back in mid April this year. The issue started when more bandwidth was needed for current and upcoming projects such as multiple VPN connections, stream video camera data, web services, e-mail services, GPS/AVL services, and basic web access from the network.

The current T-1 that we had in place just was not enough to handle the day-to-day needs of our office. Matt spent much time working with Time Warner and looking through blue prints of our county to determine the best path to start construction for the fiber. After the plan was laid out and the fiber was ran, expansion for cable service was ran as well with the fiber and additional conduits for future runs under the railroads.

The objective for the cable service is to be compliant with the change over for February 2009, plus this will act as a backup data service to our primary fiber connection. The fiber optic was laid with the intent for future growth in much needed bandwidth. There are 12 fibers ran with a total of 24 gigabits worth of bandwidth for future growth with point-to-point connections from building to building or direct Internet.

Continue reading »]]> The Pickaway County Sheriff’s Office obtained a grant for technology that covered the cost of $230,000.00 at no cost to the County. The project was laid out to be a major upgrade from the current technology that was issued in the patrol cars back in 2004 from another grant that Lt. Dale E. Parish obtained to perform infield electronic reporting.

This upgrade was laid out for proprietary needs to help meet officer safety needs and use. The equipment layout was performed by Lt. Parish and Matthew D. Parish for what those specific needs would be. The grant was obtained through the Sheriff, Jack Middaugh, and reviewed by Matt Parish, Lt. Parish, and Lt. Monce of the patrol division.

MIT did the in car docking station installations while Matt Parish setup and configured all the “Fully Rugged CF30 Though Books”. Lt. Parish configured all the EVDO cellular military spec modems and GPS/AVL units that allow the cruisers to display on the Pictometry and Accuglob software that resides in our dispatch center. This completed project is a major advancement to help better serve our county.

Continue reading »]]> Under the direction of Lt. John Monce, the Pickaway County Sheriff’s Office conducted a drug sweep this week at Westfall High and Middle schools and Teays Valley High school. Five canine units were utilized to conduct the drug check. Deputies Tracy Andrews and Stacey Eitel used their canine units and were assisted by three additional canine units from the Delaware County Sheriff’s o Office. Deputy Dale Thomas assisted by coordinating the event with school officials. The canine units, as seen in this picture, checked student lockers for drugs. Following the locker check, the units were then moved to the student parking area where they checked cars for any hint of drugs. Pickaway County Sheriff Dwight E. Radcliff says that additional schools will be checked in the coming weeks.

Continue reading »]]> The Sheriff’s Office is participating in a program to supply 911 Emergency Cell Phones to victims of abuse and others who may not have access to a phone in case of an emergency. The program, in cooperation with the National Sheriff’s Association, takes discarded cell phones and converts them into 911 Emergency Cell phones. These phones can only call 911. The phones are distributed, free of charge, to abuse victims and others who may not have access to phone in emergency situations.

The Sheriff asks that you drop off any old or discarded cell phones to the Sheriff’s Office at 600 Island Road. The phones will then be converted to 911 phones and distributed as described above.

The Grant targets high profile holidays and times of increased traffic and is aimed at promoting seat belt usage and reducing aggressive driving. Special emphasis is placed on seat belt usage, speed reduction, and driving under the influence.

Continue reading »]]> Pictometry is now in use by the Sheriff’s office. This is a sophisticated mapping system which enables agencies to view any location in the County in great detail. Aerial views as well as oblique angle views are available, via computer, to our Dispatchers. From these views, accurate measurements of both horizontal and vertical distances can be made. This allows our communications to inform Patrol, Fire, and EMS crews of a scene while still in transit to the location. They then arrive with a good knowledge of what to expect. We are fortunate to be one of only four Ohio Counties to have this system.

Home heating and the frequent use of additional space heaters and fireplaces needs to watched closely to prevent to prevent overheating and the risk of fire. We are also reminded to adjust our driving habits. Slick roads and patches of ice require close attention and reduced speed.
