In 1988, representatives from the American Association of Retired Persons (AARP), the International Association of Chiefs of Police (IACP), and the National Sheriffs’ Association (NSA) came together to attempt to define a way to help keep older adults safe from crime. The Triad model emerged from that effort.

Triad is not an acronym; it represents a group of three. Triad’s goal at its inception, as now, is to reduce crime against older adults, and to reduce the fear of crime that older adults often experience. Click Here to Read More

Continue reading »]]> Perspective is how we look at things around us. I would like to share some information from our records section that will indeed influence your perspective. We are battling a huge epidemic. The epidemic is thefts from motor vehicles. Our patrol officers have been taking an extraordinary amount of these reports and spending the time associated with filing reports and seeking the culprits responsible.

As you can see from the statistics below, over 1/3 of the time our officers spend is to take Theft reports. Further, of all those theft reports, nearly ONE HALF of those reports deal with one type of theft crime: THEFTS FROM MOTOR VEHICLES. As Lieutenant of the Detective Bureau, I see all incoming reports. I know this trend is the same month after month. November is not shaping up to be any better.

Total theft complaints are 37.7% of all reports. Theft from vehicles is 49.4% of all theft.

The theft items from vehicles have included: wallets, purses, cash, change, credit cards, prescription drugs, GPS units, XM radios, weapons, laptop computers, IPODS, phones, electronic game pads, and the list goes on. I understand a GPS unit is generally used in your motor vehicle. However, they most often cost $200.00 or more, and are very easy to get rid of on the street. Very few wind up in a pawnshop where they are documented and police can find them.

Credit cards and personal papers found in wallets and purses can do much more damage to your credit. Usually when stolen, it is at night, and they attempt using them within hours of the theft, while you are still sleeping. You awake to a nightmare of inconvenience and worry about continuing damage to your credit.

 The legislature in Ohio recently, in a change of the law this year, INCREASED the theft threshold from $500.00 to $1,000.00. This means the thief can now steal up to $1,000.00 of your property and it is still a misdemeanor crime of “Petty Theft”. A misdemeanor carries substantially less penalty than a felony. Since these crimes are misdemeanors, they get attention after the more serious felony crimes.

 With the upcoming holiday season, I expect to see more of these trends in crime. I am concerned shoppers will leave packages in their motor vehicles. It will create an irresistible temptation to the thief.

I believe it is possible for everyone to enjoy a trouble free holiday season and help us in law enforcement to eliminate this type of crime. If every citizen will help law enforcement officers by being responsible to remove all valuables from their vehicles, these crimes COULD NOT HAPPEN. I realize it is a deterrent to lock your car. However, we also take reports on criminal damaging, like when your car window is broken.

I hope everyone who reads this article gains perspective and makes a positive decision not to become a victim. I hope the thieves will be the disappointed ones.

Continue reading »]]> September continues to be a safe month in Pickaway County with no fatalities listed on local roadways.  As autumn approaches, motorists need to be aware that the beauty of the season brings with it certain hazards that can cause motor vehicle accidents.

“As Fall approaches, I encourage motorists to make sure they watch out for the potential of deer running into the roadways,” noted Sheriff Dwight E. Radcliff.  “The season increases the amount of deer strikes here in this community, and statewide.”

Motorists should be aware of the potential for deer strikes, especially at sunset and throughout the nighttime hours.

Also, motorists should remember that falling leaves can add to already hazardous conditions when moisture stays on the roadways.  Rain, and even an early snowfall, will add to the potential for an accident with leaves and other debris lying on the roadways.  As with all inclement weather, motorists should plan ahead and drive with caution.

Finally, Safe Communities Director Teresa C. Carper notes that speed is a continuing issue and contributor to accidents in Pickaway County.  “Drivers should note that we at the Safe Communities Program will be highlighting the need to stay within the speed limit and drive safely throughout the year.  Speed is a major contributor to fatalities in our county, and we want drivers to note that it is a matter of safety and the law.”

 The Pickaway County Sheriff’s Office will also spend part of their High Visibility grant in 2011-2012 in making sure drivers slow down in Pickaway County.

A reminder from the Safe Communities of Pickaway County Program was released today reminding all travelers that as the Holidays approach, and the festivities begin, that planning ahead can be one of the best gifts for this season. Designating a sober driver should always be a part of any Holiday party plan.

“Many will say that this is the happiest time of the year”, stated Safe Communities Director Teresa C. Carper.

“We ask that everyone embraces the spirit of driving sober this season, and make it the safest as well.”

During December 2009, there were 753 people killed in crashes that involved drivers or motorcycle riders will a blood alcohol concentration of .08 or above. These national statistics prove that sacrificing your life and the life of others by driving a motor vehicle after a few drinks can result in a tragedy for you and your loved ones. Furthermore, driving impaired can warrant plenty of unwanted gifts such as attorney fees, court costs, car repairs, lost time at work, and higher insurance rates. Remember that “Buzzed Driving IS Drunk Driving”, and driving impaired is just not worth the risk.

“My deputies will be out on extra patrols during this Holiday Season”, stated Sheriff Dwight E. Radcliff.

“We know that the holiday season can be one of the deadliest and most dangerous times on America’s highways due to drunk driving, and I ask drivers to report anyone that they believe may be driving impaired.”

The Pickaway County Sheriff’s Office will use funding from the High Visibility Enforcement grant throughout the November 27-December 11, 2011 pre-holiday season, as well as the December 16, 2011-January 2, 2012 Holiday Enforcement period to have extra patrols throughout the county.

“Those who plan their parties carefully should also plan for their friends to get home safe. Make sure there is a designated driver, and serve beverages without alcohol for those who take on that responsibility”, noted Carper.

Continue reading »]]> As families and friends prepare to gather for the Thanksgiving Holiday, motorists should remember that getting to their destination safely is the best beginning to the celebration.  Thanksgiving can be a dangerous time for motorists, especially the unbelted ones.  Safe Communities of Pickaway County asks that you buckle up whether you are traveling day or night.

“Seat belts save lives and they are the best defense against a crash-related injury and fatalities”, noted Director Teresa C. Carper.   “Almost one in five American fail to buckle up regularly, and since you can improve your chances of surviving a crash by almost 50%, it just seems logical to take those few seconds to buckle up.”

During the Thanksgiving Holiday travel season in 2009, 303 passenger vehicle occupants were killed in motor vehicle crashes nationwide.  Of that amount, 52 percent were unrestrained.  Furthermore, there were an estimated 12,713 lives saved in 2009 because of seat belt use.

“We at the Pickaway County Sheriff’s Office want all of our citizens and visitors to our area to arrive safe and enjoy their Holiday”, noted Sheriff Dwight E. Radcliff.  “To ensure continued safety efforts, my deputies will participate in the High Visibility Enforcement Period, and we will have extra patrols on our highways and roadways.

Since the National Highway Traffic Safety Administration notes that seat belt use is the single most effective way to protect drivers and passengers, and reduce fatalities, the Safe Communities of Pickaway County asks Pickaway County citizens to “Buckle Up…Every Trip, Every Time”.

“Just remember to take four seconds to ‘Click It, Day and Night’”, concluded Sheriff Radcliff.

A familiar slogan that depicts the Impaired Driving National Enforcement Crackdown has been updated by the National Highway Traffic Safety Administration. The time frame for law enforcement to increase patrols prior to and during the Labor Day Holiday, better known as “Over The Limit, Under Arrest”, is now touting the slogan “Drive Sober or Get Pulled Over”. Although the updated call to drivers to not get behind the wheel impaired has a catchy sound to it, the intentions of law enforcement to be on the look-out for impaired driving is serious.

Safe Communities of Pickaway County today released the most recent traffic safety numbers for the calendar year 2011. Fatalities in Pickaway County again continue to follow the trend for 2010 with three fatalities listed to date. As in 2010, the first fatality of the year was in April, and two more are listed for the month of June. Motorcycle accidents have been more deadly this year with two of the three fatalities involving motorcycles. Motorcycle safety remains a priority for the Safe Communities Program of Pickaway County.

According to statistics from the Ohio Department of Public Safety, Pickaway County had a total of 10 fatal crashes in 2009 and a total of 11 fatalities. The year, that started out so promising for a decrease in traffic related deaths, ended with 9 fatal crashes and 10 fatalities.

As the leaves have fallen from the trees, and the chill in the air reminds us that winter and the Holiday Season is upon us, don’t forget to remain aware as you drive to your next destination. Although we often think of the dangers of driving in snow and ice, Autumn is often a hazardous time of year due to a variety of changing conditions. The Safe Communities Program of Pickaway County, and the Pickaway County Sheriff’s Office, remind motorists to not “Fall” prey to the unexpected as travel begins to increase over the next couple of months.

“I encourage motorists to remember that the fallen leaves on the roadways mixed with precipitation can cause slippery conditions that can contribute to an accident”, stated Sheriff Dwight E. Radcliff. “Also, the time change does have an affect due to shorter days and the availability of light and visibility during high traffic times of the day.”

Pickaway County has seen a decrease in overall traffic related accidents in 2010. The numbers when compared to 2009, also shows a decrease in the number of fatalities and injuries. From January 2009 to October 2009, there were 1,091 total accidents, 9 of which were fatal accidents and 323 were injury related accidents. There were 10 total fatalities for 2009. In 2010, for the same time period, there have been 823 total accidents. Of these accidents, 5 of them were fatal accidents, and 197 were injury related. Five persons have lost their lives on roadways in Pickaway County from January 1 to October 31, 2010. The recent fatality on US 22 brings the number to 6. As the year 2010 concludes, it is the hope of local traffic safety advocates that the decrease in traffic related fatalities continues.

“As the Holiday Season approaches, people will be in a hurry and have their minds on all the tasks that go with making this time of year special,” noted Teresa C. Carper, Director for the Safe Communities Program of Pickaway County. “I cannot emphasize how important it is to plan ahead and to”‘Buckle Up Every Trip, Every Time’ you take to the road.”

The Pickaway County Sheriff Office also wants to emphasize that this is the time of year that deer crashes generally increase. “I encourage the citizens and visitors to Pickaway County to be especially careful during the evening hours as deer season gets underway in Ohio,” noted Sheriff Radcliff. There were a total of 25,146 deer related crashes in the state of Ohio in 2009. November had the highest number of crashes with 6,043 listed for the entire state. In Pickaway County, there was an average of 2 deer related crashes each day for the month of November.

Continue reading »]]> The Pickaway County Sheriff’s Office will have extra patrol units out over the Memorial Day weekend to encourage safe driving practices. The particular focus will be on speed and seat belt usage. Excessive speed has been a factor in nearly all of the fatal crashes this year. The patrol units will have zero tolerance toward speed, seat belt usage, and other violations. Everyone is encouraged to use safe driving practices so that we may all have a safe and enjoyable Holiday weekend.

Continue reading »]]> The Pickaway County Sheriff’s Office advances with a new fiber optic connection to the Internet. This was a major hurdle in the past due to issues with obtaining permits to get past the railroads, power lines, highways, and creeks.

Matthew D. Parish started the project back in mid April this year. The issue started when more bandwidth was needed for current and upcoming projects such as multiple VPN connections, stream video camera data, web services, e-mail services, GPS/AVL services, and basic web access from the network.

The current T-1 that we had in place just was not enough to handle the day-to-day needs of our office. Matt spent much time working with Time Warner and looking through blue prints of our county to determine the best path to start construction for the fiber. After the plan was laid out and the fiber was ran, expansion for cable service was ran as well with the fiber and additional conduits for future runs under the railroads.

The objective for the cable service is to be compliant with the change over for February 2009, plus this will act as a backup data service to our primary fiber connection. The fiber optic was laid with the intent for future growth in much needed bandwidth. There are 12 fibers ran with a total of 24 gigabits worth of bandwidth for future growth with point-to-point connections from building to building or direct Internet.

Continue reading »]]> The Pickaway County Sheriff’s Office obtained a grant for technology that covered the cost of $230,000.00 at no cost to the County. The project was laid out to be a major upgrade from the current technology that was issued in the patrol cars back in 2004 from another grant that Lt. Dale E. Parish obtained to perform infield electronic reporting.

This upgrade was laid out for proprietary needs to help meet officer safety needs and use. The equipment layout was performed by Lt. Parish and Matthew D. Parish for what those specific needs would be. The grant was obtained through the Sheriff, Jack Middaugh, and reviewed by Matt Parish, Lt. Parish, and Lt. Monce of the patrol division.

MIT did the in car docking station installations while Matt Parish setup and configured all the “Fully Rugged CF30 Though Books”. Lt. Parish configured all the EVDO cellular military spec modems and GPS/AVL units that allow the cruisers to display on the Pictometry and Accuglob software that resides in our dispatch center. This completed project is a major advancement to help better serve our county.

The particular focus will be on speed and seat belt usage. Excessive speed has been a factor in nearly all of the fatal crashes this year. The patrol units will have zero tolerance toward speed, seat belt usage, and other violations. Continue reading »]]> Under the direction of Lt. John Monce, the Pickaway County Sheriff’s Office conducted a drug sweep this week at Westfall High and Middle schools and Teays Valley High school. Five canine units were utilized to conduct the drug check. Deputies Tracy Andrews and Stacey Eitel used their canine units and were assisted by three additional canine units from the Delaware County Sheriff’s o Office. Deputy Dale Thomas assisted by coordinating the event with school officials. The canine units, as seen in this picture, checked student lockers for drugs. Following the locker check, the units were then moved to the student parking area where they checked cars for any hint of drugs. Pickaway County Sheriff Dwight E. Radcliff says that additional schools will be checked in the coming weeks.

Continue reading »]]> The Sheriff’s Office is participating in a program to supply 911 Emergency Cell Phones to victims of abuse and others who may not have access to a phone in case of an emergency. The program, in cooperation with the National Sheriff’s Association, takes discarded cell phones and converts them into 911 Emergency Cell phones. These phones can only call 911. The phones are distributed, free of charge, to abuse victims and others who may not have access to phone in emergency situations.

The Sheriff asks that you drop off any old or discarded cell phones to the Sheriff’s Office at 600 Island Road. The phones will then be converted to 911 phones and distributed as described above.

Continue reading »]]> Sheriff Radcliff has announced the receipt of Government Grant worth $25,000 for Patrol overtime to improve the safety on our roads and highways. The Grant targets high profile holidays and times of increased traffic and is aimed at promoting seat belt usage and reducing aggressive driving. Special emphasis is placed on seat belt usage, speed reduction, and driving under the influence.

Continue reading »]]> Pictometry is now in use by the Sheriff’s office. This is a sophisticated mapping system which enables agencies to view any location in the County in great detail. Aerial views as well as oblique angle views are available, via computer, to our Dispatchers. From these views, accurate measurements of both horizontal and vertical distances can be made. This allows our communications to inform Patrol, Fire, and EMS crews of a scene while still in transit to the location. They then arrive with a good knowledge of what to expect. We are fortunate to be one of only four Ohio Counties to have this system.

Home heating and the frequent use of additional space heaters and fireplaces needs to watched closely to prevent to prevent overheating and the risk of fire. We are also reminded to adjust our driving habits. Slick roads and patches of ice require close attention and reduced speed. A survival kit for cold weather should be a part of tools in every vehicle.

As part of a State-wide High Visibility Program by Law Enforcement Agencies, the Sheriff’s Office will be focusing on Seat Belt usage and other safe driving practices. Sheriff Radcliff reminds you that clicking that seat belt is not only an excellent safety practice; it is also a state law and a zero tolerance policy will be observed for violations of seat belt usage and child restraint usage. Travel is expected to be very heavy as the weekend officially kicks off the start of summer activities.
